Request for Proposal General Contractor – Remodel of Existing Building
The Confederated Tribes of Coos, Lower Umpqua & Siuslaw Indians (CTCLUSI), hereinafter referred to as the “Tribe,” are soliciting proposals from qualified and appropriately licensed General Contractors for the renovation of existing building structures located at 92630 Cape Arago Highway, Coos Bay, Oregon 97420.
The selected General Contractor will be responsible for coordinating and facilitating all activities necessary to successfully complete the project. This includes providing overall project management and coordination of all required subcontractors and trades, including, but not limited to, electrical, mechanical, plumbing, and structural trades required to complete the work.
The purpose of this solicitation is to obtain competitive proposals from qualified General Contractors with demonstrated experience successfully completing renovation and construction projects of similar scope, size, complexity, -and scale.
Proposals must be received by the Tribe no later than 5:00 PM on September 15, 2026. Proposals received after the stated deadline may not be considered.
Proposals will be evaluated based on the criteria established in this RFP. The successful Contractor will be selected and approved by the Tribe based on the proposal determined to provide the best overall value and meet the needs of the project.
The Tribe reserves the right to reject any or all proposals, waive minor informalities or irregularities, request clarification or additional information, negotiate with one or more proposers, and select the Contractor and services determined to be in the best interest of the Tribe. Issuance of this RFP does not obligate the Tribe to award a contract or reimburse any proposer for costs incurred in preparing or submitting a proposal.
Proposals should be clearly marked with the Proposer’s name and address, as well as the RFP Project title.

Notice of Proposed Code Amendment Ch 7-16 Visions Committee
The Tribal Council has approved recommendations for amendments to the Vision Committee to move this committee under the Enrollment Department do the primary goal is to facilitate communication to membership using various forms of member contacts, where the Enrollment Department manages this area of data.
Tribal Council hereby approved the amendments to this Code for First Reading and posting for a twenty-eight (28) comment day period.

Notice of Proposed Code Amendment Ch 7-5 General Committee
Chapter 7-5 General Committee Code
The Tribal Council has approved amendments to the General Committee Code. This Code serves as the Code that is used for all practical purposes and guidelines to the structure of all Committees.
Tribal Council hereby approved the amendments to this Code for First Reading and posting for a twenty-eight (28) Comment day period.

Request for Quote (RFQ) Electrical Contractors
The Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians (CTCLUSI) is seeking Statements of Qualifications (SOQ) from qualified and licensed electrical contractors interested in being placed on the Tribe’s Preferred Vendor List for electrical services.

Request for Proposal (RFP) Tribal Asset Highest and Best Use Analysis (TAHBUA)
The Confederated Tribes of Coos, Lower Umpqua, and Siuslaw Indians (CTCLUSI) is seeking proposals from qualified firms or consulting teams to conduct a comprehensive Highest and Best Use Study of tribal assets, including land, real estate, and existing or potential revenue-generating enterprises.
The purpose of this study is to identify strategic, market-aligned opportunities that enhance long-term economic sustainability, strengthen sovereignty, and support community priorities. The selected consultant will evaluate the Tribes’ full portfolio of assets and provide actionable recommendations to
- Optimize the use of tribal lands and properties
- Strengthen performance of existing tribal enterprises
- Identify new revenue-generating opportunities
- Support informed, phased development decision-making
