Hunting, Fishing, Shellfish Gathering

The Confederated Tribes of Coos, Lower Umpqua, and Siuslaw Indians (CTCLUSI) established the Harvest Program in 2024 to manage hunting, fishing, trapping, and shellfish gathering opportunities for Tribal Members. This program ensures sustainable access to traditional resources.

Who is Eligible?

Eligibility is limited to Tribal Members currently enrolled under Title 7 of the Confederated Tribes of Coos, Lower Umpqua, and Siuslaw Indians Tribal Code.

Harvest Opportunities

Opportunities for fishing, shellfish gathering, and bird hunting happen throughout the year. Deer and elk harvest seasons occur from August through December each year. Bear and cougar harvest seasons are open year-round. For more detailed information about these opportunities, please review the CTCLUSI Fishing Regulations and CTCLUSI Hunting Regulations.

Harvesting occurs within the five-county agreement area:

Lincoln CountyLane County, Douglas County, Coos County, Curry County

Background & Agreement

An Memorandum of Agreement between the Confederated Tribes of Coos, Lower Umpqua, and Siuslaw Indians (CTCLUSI) and the Oregon Department of Fish and Wildlife (ODFW) was established on August 1, 2024. This agreement recognizes the Tribe's sovereign right to regulate hunting, fishing, trapping, and shellfish gathering for ceremonial and subsistence purposes. It also provides a cooperative framework for managing natural resources. Under this framework, the Tribe and ODFW work together to set harvest limits and designated harvest areas based on scientific data and Tribal needs, ensuring the sustainability of fish and wildlife populations.

Tribal Subsistence Program

Tribal Members participating in the Subsistence Hunting and Fishing Program must carry a valid Tribal Hunting and Fishing Identification Card while hunting, fishing, trapping, and shellfish gathering. 

While hunting as part of the Harvest Program, Tribal Members must carry a valid Tribal Hunting and Fishing ID.

Tribal Harvest Tags

 Tag required to harvest big game: elk, deer, bear, cougar

Youth Hunting

11 years and under may hunt game birds, small game, and unprotected wildlife   

  • Do NOT need a Tribal Hunting and Fishing ID
  • Must have a hunter education certificate
  • Must wear hunter orange unless hunting turkey or waterfowl
  • Waterfowl: all ages must be accompanied by a non-hunting adult 21+ years old
  • 13 years and under must be accompanied by an adult 21+ years old

Mentored Youth Hunting 9 years to 15 years may hunt animals that count towards an adult’s bag limit

  • Excludes waterfowl
  • Must have Mentored Youth Hunt Registration
  • One weapon during hunt
  • Animal harvested must be tagged with adult's tag
  • Must wear hunter orange unless hunting turkey
  • Must be accompanied by adult 21+ years old with Tribal Hunting and Fishing ID

Youth 12 years to 17 years may hunt game birds, small game, unprotected wildlife, and big game with applicable tag

  • Must have Tribal Hunting and Fishing ID and applicable tags
  • Must have a hunter education certificate
  • Must wear hunter orange unless hunting turkey or waterfowl
  • Waterfowl: must be accompanied by a non-hunting adult 21+ years old
  • 13 years and under must be accompanied by an adult 21+ years old

Fish Tags

All ages need a fishing tag to harvest: adult salmon, steelhead, pacific halibut, and white sturgeon

Land Access

CTCLUSI Forests

The Tioga Tract, Lower Smith Tract, and Upper Lake Creek Tract are open to hunting.

Tribal members may request access to the Umpqua Eden Tract and Talbot Tract by contacting the CTCLUSI Forestry Department.

The Macy Tract, Coos Head Tract, and Camp Easter Seal property are closed to all hunting. None of the Tribal Forest tracts provide fishing opportunities.

Safety First: Be Prepared Before You Go

Check Conditions: Review weather forecasts, road closures, fire restrictions, and other relevant conditions.

Dress Appropriately: Wear suitable clothing for the conditions, including hunter orange in hunting areas for visibility.

Stay Hydrated & Nourished: Always bring enough water to stay hydrated, and pack food as needed for energy throughout the day.

Pack Essential Supplies: Bring essential first aid supplies, communication devices, and necessary safety gear, such as a life jacket for water activities.
